Librarians are generally happy to receive suggestions of books they should purchase; how you recommend a book varies from library to library. Many libraries have online book recommendation forms, so check your library's website; there may also be paper recommendation forms in the library itself, and you can always send your librarian an email - contact information for all Cambridge libraries can be found in the Cambridge Libraries Directory.
The University Library has an online book recommendation form.
